Planning Noise Survey’s

Planning Noise Survey’s

Planning Noise Survey’s
APT Sound Testing undertakes hundreds of planning background noise surveys every year throughout the England and Wales. Prior to us visiting site to undertake a planning noise survey, we check the criterion set out by the environmental protection team the appropriate way to carry out a noise impact assessment.

Prior to the EA making any decisions in regards to the likely impact of a development, it will usually be necessary to have a full understanding of the existing noise in the  vicinity of the receptor. This is achieved by carrying out a background noise survey or  ambient noise levels survey over periods of time representative of the times and days  when the noise source will be operational i.e. over a 24 hours period.  Depending on the assessment method used, the baseline will usually be determined by measuring the LA90 or the LAeq. In practice we usually measured both simultaneously using our latest class 1 acoustic analysers.

The LA90 is the ‘A’ weighted noise level exceeded for 90% of the measurement period. Typically this is called the background noise level if it relates to a period  when the noise source is not operational  the ‘A’ weighting is a correction applied within a sound level meter to adjust the response of the meter to match the response of human hearing at different frequencies. This approach is used to exclude short-term noises, such as a vehicle passing, from the measurement value, leaving only the underlying or background noise.  The LAeq is as an average noise level over the measurement period.

Potential Noise sources and times of operation A detailed knowledge of the noise source (or in the case of a proposed development, the likely noise source) is essential as you will need this information to complete the planning noise survey. This is because noise levels are of less importance than the amount by which they exceed the baseline noise and the times or days of operation.  Where the noise source already exists, data from the survey should give information about levels, frequency content and variability during and between days. Levels may be measured at the proposed receptor location or calculated later from source data at a different location.  If the proposed development will create a source of noise, the consultant we usually need to obtain manufacturer’s data for proposed equipment, times of operation and working practices. Alternatively noise from the same equipment could be measured elsewhere.

Determining the impact of noise via a PPG24 or BS4142 noise survey Noise impact is determined using a variety of methods, all of which will rely on comparing noise levels at a receptor against absolute noise level criteria or against  existing baseline noise levels. Generally one of following two approaches is used:

  1. Where the proposal is for a development which will introduce an industrial type noise source, or where a receptor in a new development may be affected by this type of source, it is usual to assess impact by comparing the noise level, after making corrections for certain attributes of the noise, against background noise levels at the receptor (existing or proposed). The council expects that, at the receptor, noise from the source is a certain amount below existing background levels. Typical cases include new equipment in a business, an air conditioning unit or an extract and fan  serving a restaurant. This is known as the BS4142 noise survey methodology.
  2. Sometimes the impact does not depend on a comparison between source  evels and baseline levels. For example, a proposed housing development near an existing road, where generally the impact is determined by establishing whether the absolute levels due to the source are acceptable.  This is known as the PPg24 noise survey methodology.

Noise mitigation measures Development proposals which are inherently noisy may include mitigation measures in the original scheme. However, the need for further mitigation may be necessary when the impact assessment indicates that the acceptability criteria are exceeded. Either way noise mitigation, or reduction measures, should be considered in the assessment in demonstrating how the acceptability criteria will be achieved and this should be detailed within the planning noise survey.

The most effective measures will be those which reduce noise levels at source, rather than in transmission or at the receptor. However, in situations such as where the proposal is for new housing near existing sources of noise, it will not be possible to reduce source noise levels. Where the proposal will introduce a new noise source, it is good practice to reduce levels at source as far as possible. This can be actioned by considering other mitigation measures, for example:

  1. Reduction of noise at source – Using equipment or systems with lower sound power levels is highly effective and can avoid the need for other more costly and intrusive mitigation options. Noise impact can be lessened by reducing total running times or by shifting operations to less sensitive times of the day. Such practices may be the best, or only, method of control which would permit the development to proceed.  The use of acoustic silencers and enclosures around the source may also be effective at reducing the need for other mitigation methods.
  2. Reduction of noise in transmission – The simplest way to reduce noise once emitted is by increasing the distance to receptors. This is not always possible but if it can be achieved reductions of 3-6dB per doubling of distance can be expected.

Siting of plant and equipment within an industrial site should be as far away from sensitive receptors as possible i.e. residential properties. Alternatively a new housing development may be designed so that properties are set back from a noise source, compared to other less sensitive parts of the development, such as landscaping.

In many cases, a properly calculated buffer zone between source and receptor will represent the most cost effective noise control measure.  Where land is scarce, or distance alone provides insufficient noise mitigation, an earth bund or other noise barrier may be useful, especially if combined with other control measures. To be fully effective, the height and location must be carefully calculated and for noise sensitive developments it may first be necessary to take additional measurements to record predominant noise frequencies. In general to be effective most barriers will need to cut off line of sight between the source and the receptor.

Apply Noise Reduction at receptor In many instances this may be the only option to reduce impact where a noise sensitive proposal is located in a busy urban area and where the applicant has restricted  access to land for the  construction of a barrier, in this instance acoustic upgrades can be made to the building façade and/or the proposed plant specification.

In our experience the way a development is designed can be an effective mitigation tool if the buildings main facades can be designed to face away from the main noise source. This usually works in two ways; firstly, the  building itself acts as a noise barrier providing sheltered external areas; secondly, if  noise sensitive rooms are located on the sheltered side of the building, the impact  will be reduced by the reduction of weaker building acoustic elements such as windows and doors.

Where no other options are available, improving the sound insulation of a building facade can be effective in reducing internal noise levels. However, often it will be necessary to provide acoustic treated mechanical ventilation to avoid the need to  open windows in warm or humid weather or at the very least acoustic trickle ventilation to the windows.

SEO: The Solution to the Public Sector’s Recruitment Woes
Cyberspace is increasingly abuzz over search engine optimisation, or SEO. Businesses throughout the private sector are discovering how much more they traffic they can attract to their websites through SEO than with pay-per-click or more traditional forms of advertising, and in the current economic recovery, their sales and profits are increasing beyond their expectations.

But what does this have to do with the public sector, you may ask, when your agency’s goal is not to make money but to provide services to citizens?

The answer may surprise you. A May 13 article in HR Magazine highlights the problems faced by the UK’s public sector in filling vacancies for skilled workers, emphasizing that whereas the public sector often promises huge salaries, public sector employees enjoy greater job security and more favourable working conditions. In the Comments section, a reader makes the point that public agencies need to shift their recruitment model away from “an admin-intensive process” in favour of a more marketing-centred one in order to reach more relevant candidates.

This is where SEO can be your agency’s saving grace. Public agencies within the UK can overcome their recent difficulties in recruiting and retaining talent by drawing those skilled workers to their agency websites – and, more importantly, the recruitment pages – through keyword-driven information both on and off the website.

Public agencies have not historically allocated funds within their budgets for innovative marketing campaigns, but under the present circumstances, it’s worth making that commitment and even seeking funds from a grantor in order to accomplish the goal of filling key vacancies. SEO is a considerably less expensive proposition than more run-of-the-mill advertising campaigns, and given the difficulty with which new, tech-savvy graduates are finding employment, public agencies can and should do more to inform new graduates and other relevant candidates about career prospects within your agency, and there is no better way to do so than through keyword-driven information related to jobs as well as your agency’s mission, vision and values.

Your agency can advertise job openings far and wide, in hard copy and online, but casting too wide a net with your marketing strategy – or lack thereof, in the admin-intensive process alluded to above – will do considerably less good than specifically going after the candidates your agency wants to recruit. Your agency will benefit significantly in the long run by providing content, both on and off the website, that will attract the specific audience you need in order increase staffing levels and accomplish your agency’s goals. It’s time for the public sector to explore new avenues in order to compete with the private sector for skilled workers as the economy continues to recover, both for the direct benefit of the public sector and the long-term positive outcomes for the citizens of the UK.

Direct Submit Internet Marketing Company has been providing SEO and other Internet marketing services to agencies of all sizes across the UK for years. EE Apologises over ‘Spam’ Text Messages
EE Has Apologised after it “Bombarded” Customers with Texts over the Weekend
One user complained of receiving more than 90 marketing messages from Orange, one of EE’s brands, in a four-day period. The text messages were reminders that the customers were eligible to add to their plans numbers that they can call for free.

EE said it was the result of a technical error that it was still working to fix.

Customers complained on social media and on the firm’s own website.

“What is going on here? Both my wife and myself have been bombarded with texts about adding a new magic number for several days now and I’m getting mighty sick of it,” wrote one customer on EE’s website on Saturday.

“Orange have now texted me 40 times in three days telling me I can add a magic number. Yeh, that’s not annoying at all,” wrote Laura Brannan on Twitter.

And another Twitter user Siobhan Ring wrote: “If I get one more text from @orange saying I can add a new magic number I may scream!! Receiving around 50 a day!”

The messages read: “Hi from Orange. Congratulations: you can now add another Magic Number.” It included a link customers could follow to do so.

In response to the complaints on the website, a member of EE’s community team named as Miles wrote on Sunday that the firm was “having an issue” with the text message service. He wrote: “This reminder should only be sent once, but some customers are getting multiple reminders. “If you’ve received any of these duplicate messages, please accept our apologies for any inconvenience. Remember: you’re not charged to receive magic number reminders.”

He added that he expected to be able to give customers an update on Monday, but none has been issued so far.

An EE spokesman confirmed the details of Miles’ post, but could not give any information on the number of people affected.

UK Banks Face Full CMA Competition Probe

UK Banks Face Full CMA Competition Probe

UK Banks Face Full CMA Competition Probe
Markets watchdog the Competition and Markets Authority (CMA) has recommended a full competition inquiry into banks. The provisional decision recommends a full-scale inquiry into the banking sector including the provision of current accounts and business lending.

The process will start with a consultation, and the CMA will take a final decision in the autumn.

The banking industry said it would co-operate with the review, but that changes were already underway.

Alex Chisholm, CMA chief executive, told BBC Radio 4’s Today programme it was “vital” that the banking sector worked properly, which was why the full eighteen month investigation was being proposed.  “At the moment they don’t seem to be doing a good job of satisfying their customers,” he said. “There are a lot of under-satisfied customers out there, and small businesses are saying they are not happy,” he added.

The CMA said:

>> Many customers saw little difference between the largest banks in terms of the services they offer.
>> The number of consumers shopping around and switching between banks remained low – just 3% a year for personal accounts.
>> Current account overdraft charges were found to be very complex, making it harder for bank customers to choose the cheapest or most appropriate accounts.
>> Free banking may be distorting competition.
>> It was still difficult for newer and smaller “challenger” banks to get into the industry, particularly in Scotland and Northern Ireland.

The banking industry said it would co-operate with the review, and any subsequent investigation.

The British Bankers’ Association (BBA) said there were already “substantial” changes underway. “Banks are pro-competition – they compete for customers every day,” said Anthony Browne, chief executive of the BBA. “Last month we published a series of ideas to help new banks set up and smaller players to grow. We hope these suggestions will be taken up by regulators and politicians.”

Amongst those ideas was a proposal by the big four banks that they introduce a price comparison website, to help consumers switch accounts more easily. But the CMA said a full-scale inquiry was still preferable.

The BBC’s Business Editor, Kamal Ahmed, said the key issue – and an anomaly of the market- is that banking is free. “Free-in-credit banking means that customers lack incentives to move. It also makes it harder for new entrants,” he said.

Any inquiry could, in theory, order a break-up of Britain’s biggest banks. The big four – Barclays, RBS, HSBC and Lloyds – have a 77% share of the current account market. However such outcomes are rare.

Both RBS – which is divesting itself of Williams and Glyn- and Lloyds, which has already hived off its TSB arm, are already smaller than they were.

But Ed Miliband, the Labour Leader, has already called for a full-scale break-up.

The CMA could also order “behavioural” changes, forcing banks to be more transparent about overdraft charges.

This forthcoming probe from the CMA is the latest in a plethora of inquiries into the state of the industry going back nearly two decades:

In 2002 there was a Competition Commission inquiry into the supply of banking services to small businesses by clearing banks
In 2008 the Office of Fair Trading investigated the provision of personal current accounts
In 2011 the Independent Commission on Banking also made recommendations aimed at promoting financial stability and competition.

Nationwide Building Society ‘Resolves’ Online Bank Problems
Nationwide Building Society says the technical problems that hit its online banking services have been resolved. “The Nationwide online bank and mobile banking app are now up and running,” a spokeswoman said.

Users of the services were unable to access accounts for much of Sunday after scheduled maintenance overran.

Some customers complained on social media that cash machines and card payments were also affected, but the firm said they were working normally.

The spokeswoman said the maintenance should have finished on Sunday morning, but did not know why systems had not gone back online as planned. “We apologise to our customers,” she said.

Nationwide said it “typically has around 500,000 customers who log on online to use these services on a standard day”.

Google Revenue Helped by Ads as Business Boss Leaves
Internet giant Google has reported a 22% jump in revenue during the second quarter period from March to June compared with a year earlier. Revenue rose to $16bn (£9.4bn) and profits were up 6% to $3.4bn, said the firm in its earnings report.

Strong demand for Google’s advertising helped boost revenues above expectations.

Google also announced chief business officer Nikesh Arora was leaving for SoftBank. Mr Arora, who has been with Google for 10 years, will be temporarily replaced by Omid Kordestani, who was Google’s business founder and formerly led Google’s sales team.

Shares in Google rose by about 1% after the market closed.

Banish that Blemish with

Banish that Blemish with

Banish that Blemish with
No one likes blemishes – they are a pain and tend to make an appearance at the worst times! Whether it’s finding a blemish in the morning – feeling the sensations of a “heartbeat” on your chin that was NOT there before you went to bed – or a chronic cluster of blemishes if you suffer with a skin condition such as acne, blemishes are NOT WELCOME!

We are frequently asked during skin consultations for tips to manage blemishes and steps to quickly banish and prevent them. As with many skincare tips, however, topically applied products are not the only factor involved in successfully managing and preventing blemishes; professional treatments, lifestyle factors, diet and hormones should also be taken into consideration, as these can all have an effect on the skin.

The skin acts as a supplement filter to the kidneys for removing wastes from the blood. Our skin is the largest organ of elimination. When the other organs are congested, the skin tries to push out toxins through the skin. We also make a new top layer of skin every 24 hours, and the skin excretes about 2 pounds of toxic waste daily in the form of perspiration. Taking care of the skin and ensuring that it functions well helps to relieve the other organs of elimination.

A breakout is a sign the body is toxic. The appearance of the skin is a good barometer of the general health of the body; it is a mirror-image of what is happening inside, and a fresh, glowing complexion cannot be imitated by makeup!

PRIORITY Tips to Banish a Blemish
Make Advanced AHA Perfection Facial Gel your best friend. When a breakout occurs, this “blemish-battle gel” will be your skin saviour. It will kill the p.acnes bacteria – which forms the blemish – with its active and potent ingredient, salicylic acid. Use regularly on either individual blemishes or on an effected area once to twice daily until the skin has cleared. No bathroom should be without this mighty product!

Keep the skin clean. A good, potent cleanser is critical in banishing surface toxins eliminated by the skin. Advanced AHA Gentle Facial Cleanser or Idebenone Complex Facial Cleanser will gently exfoliate, yet they are mild enough to not cause the skin to become dry.

Cleansers that have a drying effect to the skin’s surface should be avoided, as they can actually cause blemishes to worsen.

End each day with a double cleanse. The first cleanse simply removes the surface effects of pollution, dirt, the environment and makeup; the seconds cleanse really cleans THE SKIN. Make this your night time ritual, which will help the skin to improve quickly.

Drink a lot of water!
Typically, blemishes occur on individuals who either do not drink enough water, or are consuming the wrong fluids. Water is the best ingredient for boosting elimination and ultimately will help to clear the complexion.

Keep hormones and stress in check. Both are culprits for causing blemishes. If you are in doubt about your hormones, see your doctor.

Stress is a major lifestyle factor that can wreak havoc on the skin; distressing your life will help to de-stress your skin.

Use aspirin as a last resort.* When a blemish calls for desperate measures, crush an aspirin with a little water into a thick paste and apply the paste to your skin. Aspirin provides both analgesic and anti-inflammatory benefits, which can help to relieve redness and tenderness in the blemish area. * Do not use if you have an allergy to aspirin*
